
John Rushton
Chair
John Rushton has been the Mental Health Coordinator for Scott County Community Services for the last 13 years, administrating the day-to-day budgets for mental health and substance abuse services. John was part of the group working to bring ITN™ to the Quad Cities while participating in the 2005/2006 Bettendorf Chamber of Commerce Leadership Congress provided with St. Ambrose University.
Captain Jerry Brundies
Vice Chair
Captain Jerry Brundies is a 27 year veteran of the Scott County Sheriff’s Office. His current assignment is assistant jail administrator with operational overview of two facilities housing over 350 inmates. Jerry was the second Iowan to become a certified jail manager through the American Jail Association. Jerry has been involved with ITNQuadCities since its inception when he participated in the 2005/2006 Bettendorf Chamber of Commerce Leadership Congress.
Dave Donovan
Board Member
Dave Donovan is the Director of Facility and Support Services for Scott County. In his role, administers and manages a wide range of functions including building construction/renovation, asset management, county-wide purchasing, building maintenance and custodial, print/mail services, and parking and space utilization.
Dave is currently a Board Member of the Eastern Iowa Chapter of the International Facility Managers Association. He has been involve in and is very passionate about youth sports in the community and is a former parish counbcil member at Our Lady of the River Church. Dave lives in LeClaire, IA with his two teenage children, Benjamin and Alexandra and his wife, Mary.
Karen McCoy
Board Member
Karen McCoy is the Executive Director of Jersey Ridge Place, a local assisted living community. With over 10 years of experience working in the senior health arena, Karen has served as vice president and president on the Board of Successful Aging, Inc., a newly established organization assisting seniors and their families reach and accomplish life goals. Karen is also a lead partner in the Quad City Elder Care Network. In addition to supporting local community efforts, Karen serves on the state level as South East District President, Chairman of the Quality Committee, and on the Board of Directors for Iowa Health Care Association/Iowa Center for Assisted Living. Karen is a certified Iowa Assisted Living Manager Professional, and she is certified as a seminar leader in Elder Care Work, Finding the Balance, and she is registered as a Dependant Adult Abuse Instructor in the State of Iowa.
Tom Mueller
Board Member
Tom Mueller owns and operates a grain and livestock farm in southern Rock Island County. He returned to the family farm after graduating with a degree in Agriculture from the University of Illinois. Tom has served as president of the Rock Island County Farm Bureau for the past 10 years. During this time, he has been involved with policy forming committees for the Illinois Farm Bureau. Tom is also a member of the Board of Directors for Country Bank in Aledo and vice-president of the congregation of St. Matthews Lutheran Church in Milan.
Jill Niebuhr
Board Member
Jill M. Niebuhr is an HR Generalist with the Scott County Human Resources Department. Prior to joining Scott County, Jill was employed as an HR Specialist for American States Insurance Company (now Safeco). In addition to her duties at Scott County, Jill currently serves as a member of the Board of Directors for the Mediation Center of the Quad Cities. Jill is a member of the Great River Human Resources Association, the Society for Human Resource Management, and has served on the 2002 Iowa State SHRM Conference Programming Committee. She also continues to be active in the National Public Employer Labor Relations Association and Iowa Public Employer Labor Relations Association events.
Rev. Ronald C. Quay
Board Member
Rev. Ronald C. Quay, the Executive Director of Churches United of the Quad City Area since September of 2002, is an ordained American Baptist clergyman. Before coming to the Quad Cities, he spent about 10 years as the Pastor of the First Baptist Church in Morristown, New Jersey. Ron's educational background includes a bachelor’s degree from Judson College in Elgin, Illinois, followed by a Master of Divinity from Princeton Seminary in New Jersey. Ron also earned a Master of Arts in Cultural Anthropology from the New School in New York City. Ron and his family live in Moline.
